Rape in bavaria rises sharply? State government must explain figures
After the presentation of new statistics on sexual crimes in bavaria, the ministry of the interior has to provide additional information: a spokesman announced on friday an analysis and detailed breakdown of the statistics that interior minister joachim herrmann (CSU) had made public on tuesday after a cabinet meeting in munich – without being able to explain any anomalies in the data.
Exact breakdown of the figures
According to the report, 685 cases of sexual assault and rape were paid in bavaria in the first six months of 2017. This corresponds to an increase of 48 percent compared to the first half of last year. Accordingly, the number of traps assigned to immigrants increased by 60 to now 126 traps.
In its press release, the state chancellery had referred to "rape traps" and "rape" offenses written. And also herrmann spoke in the press conference about "rapes". However, the statistics do not only include rapes in the narrower sense, but also cases of sexual assault.
Explanations for the increase of the numbers did not deliver herrmann at first. According to the state chancellery, he said: "our police experts are currently working on a detailed analysis of the statistical data."
Lawyers point to a change in the legal situation that may have affected the statistics: between the periods compared by the ministry, the relevant paragraph in the penal code was tightened. "The increase as such in the police data has not surprised me now, it was certainly to be expected", munich criminal law professor ralf kolbel told bavarian radio.
Since the reform of the sexual offence law, more behavior has simply become punishable "and for this reason alone, a statistical increase in reports – not necessarily in convictions – was to be expected". But that was probably only one factor. "It is probably much more important that last year's public debates – in other words, no is no – have increased people's sensitivity and willingness to report crime in general", said kolbel.
